Negotiation is a Hostile Act | Ransomware Gangs Turn Up the Heat on Victims

In the last several years, the impact of the average ransomware attack has increased monumentally. While there is increasing, if belated, awareness of the adverse effects on an organization in terms of financial damage, leakage of intellectual property, and catastrophic data loss, the impact successful ransomware attacks have on other ransomware groups has received less attention.

For example, REvil has not only had an enormous direct impact on the organizations it has successfully targeted but also has been hugely influential on the shape of the ‘ransomware landscape’. REvil was instrumental in spurning a proliferation of copy-cat  victim data leakage blogs, data auctions, and other tactics now deployed as standard by others. Conversely, the success of one actor can impact other groups negatively, affecting how such criminal groups behave and carry out their daily operations.

This was seen in dramatic fashion recently when an almost blanket ban on ransomware topics occurred across darknet and underground crimeware forums as a result of unwanted attention in light of high profile attacks on Colonial Pipeline and Kaseya VSA by the DarkSide and REvil gangs, respectively.

The great ‘ransomware influencers’ of today are almost ‘household names’, certainly within the infosec community and security-focused media outlets. Familiar names like REvil, BlackMatter, Conti, DarkSide, and NEMTY always rise to the top of the stew when discussing high-profile ransomware attacks.

From Innovation to Imitation and Intimidation

We also now have a scenario where earlier, impactful, groups opened the door to additional activity. If one group could get away with a stellar and profitable attack while also innovating the attack process, we would shortly see others follow in their wake.

Over the past year, we have seen an increase in intimidation techniques. Gone is the simple one-tiered threat of having data leaked to the public or permanently destroyed. More aggressive groups such as Avaddon and SunCrypt, for whom the trail was laid by others, began to leverage DDoS attacks against their victims, even while “negotiating” with them.

Threat actors have also increased adoption of shaming their victims through paid advertising campaigns, phone-calling campaigns, and other attempts to mar the victim’s reputation in public as much as possible so as to further coerce them into complying with the payment demands.

In the last 6 months or so, we have seen another shift among these ransomware groups. Recently, a number of gangs have posted publicly about their disdain law inforcement involvement and “interference” from security companies, 3rd-party-negotiators, and what they tend to refer to as ‘Recovery Companies’. In the last two months, this topic has popped up on multiple ransomware operator sites.

Ransomware Gangs Raise the Stakes Again

On September 9th, 2021, Ragnar_Locker posted the following on their blog:

Essentially, Ragnar_Locker has instituted a zero-tolerance policy against anything other than direct communication with the victim. Any attempt to involve law enforcement, investigators, incident response or security companies is considered a “hostile act”. This undoubtedly limits the options available to the victim, increasing exposure and risk.

The Ragnar_Locker group’s “rules” reflect similar, stating as follows: 

“If you want to keep all in privacy and avoid any Data Leak, do not invite police or FBI or recovery-group negotiators. If we will find out that we are communicating with one of them, all negotiations will be closed immediately and data would be published.”

In similar fashion, the Grief ransomware group followed suit on their site on September 13, 2021.

Grief makes similar threats around destroying data if victims attempt to hire negotiators or security specialists. They also include their own low opinion of such intermediaries, criticizing them as they are in an unfair position to “get paid either way”.

Three days after that, and only a week after Ragnar_Locker’s ‘innovative’ move, Doppelpaymer posted the following on September 16, 2021 after a somewhat dormant period (as far as blog posts go):

Doppelpaymer cites the recent statements from other groups, but also goes on to indicate that most of the ‘non-compliant’ victims listed on their site were aided by negotiators at the time of their attack. They appear to be arguing the point that even when these outfits are employed, they are ineffective, potentially costing the victims even more.

The cyber criminals behind Haron Locker have also joined in the imitation game and expressed their disdain for recovery companies and similar ‘3rd parties’ in their self-penned bio:

“Now we would like to talk about the cost of non-collaboration and self-service data recovery.
Encrypted files are not the main problem. Companies cannot understand the risk of information leakage, especially private information.
Such leaks of information lead to losses for the company, fines and lawsuits. And don’t forget that information can fall into the hands of competitors!
As we know from the reports, the cost of company recovery services can be ten times more than our amount for the ransom.
When hiring third-party negotiators or recovery companies, listen to what they tell you, try to think, are they really interested in solving your problems or are they just thinking about their profit and ambitions?”

On October 1st, it was Conti’s turn. The actors behind the notorious ransomware family posted the following statement with regards to the public leaking of their ‘negotiation chats’, which are frequently shown in news articles and blogs as evidence of their tactics and ‘style’.

While other groups don’t necessarily make quite as ominous threats, they will make it known that they prefer working directly with the “data owners” (criminal-speak for targeted victims). For example, in the manifesto of data leak group “Marketo”, we now see statements such as “Marketo always prioritizes negotiations with data owner”.

It is clear that ransomware operators and affiliates are determined to discourage any intermediaries between themselves and their victims. Their intent is to cause direct harm to their targets and ensure that victims are as pliable as possible.

This situation greatly increases the pressure on victims, as they will be intimidated into taking fewer actions than may be necessary to resolve their situation. The odds of seeing more ‘non-compliant’ —and the subsequent leakage of data—is only likely to increase under these conditions.

The success of ransomware attacks, particularly those that garner the attention of mainstream media, has profoundly impacted the threatscape facing today’s businesses. What Happened to Facebook, Instagram, & WhatsApp?

Facebook and its sister properties Instagram and WhatsApp are suffering from ongoing, global outages. We don’t yet know why this happened, but the how is clear: Earlier this morning, something inside Facebook caused the company to revoke key digital records that tell computers and other Internet-enabled devices how to find these destinations online.

Doug Madory is director of internet analysis at Kentik, a San Francisco-based network monitoring company. Madory said at approximately 11:39 a.m. ET today (15:39 UTC), someone at Facebook caused an update to be made to the company’s Border Gateway Protocol (BGP) records. BGP is a mechanism by which Internet service providers of the world share information about which providers are responsible for routing Internet traffic to which specific groups of Internet addresses.

In simpler terms, sometime this morning Facebook took away the map telling the world’s computers how to find its various online properties. As a result, when one types into a web browser, the browser has no idea where to find, and so returns an error page.

In addition to stranding billions of users, the Facebook outage also has stranded its employees from communicating with one another using their internal Facebook tools. That’s because Facebook’s email and tools are all managed in house and via the same domains that are now stranded.

“Not only are Facebook’s services and apps down for the public, its internal tools and communications platforms, including Workplace, are out as well,” New York Times tech reporter Ryan Mac tweeted. “No one can do any work. Several people I’ve talked to said this is the equivalent of a ‘snow day’ at the company.”

The outages come just hours after CBS’s 60 Minutes aired a much-anticipated interview with Frances Haugen, the Facebook whistleblower who recently leaked a number of internal Facebook investigations showing the company knew its products were causing mass harm, and that it prioritized profits over taking bolder steps to curtail abuse on its platform — including disinformation and hate speech.

We don’t know how or why the outages persist at Facebook and its other properties, but the changes had to have come from inside the company, as Facebook manages those records internally. Whether the changes were made maliciously or by accident is anyone’s guess at this point.

Madory said it could be that someone at Facebook just screwed up.

“In the past year or so, we’ve seen a lot of these big outages where they had some sort of update to their global network configuration that went awry,” Madory said. “We obviously can’t rule out someone hacking them, but they also could have done this to themselves.”

Update, 4:37 p.m. ET: Sheera Frenkel with The New York Times tweeted that Facebook employees told her they were having trouble accessing Facebook buildings because their employee badges no longer worked. That could be one reason this outage has persisted so long: Facebook engineers may be having trouble physically accessing the computer servers needed to upload new BGP records to the global Internet.

Update, 6:16 p.m. ET: A trusted source who spoke with a person on the recovery effort at Facebook was told the outage was caused by a routine BGP update gone wrong. The source explained that the errant update blocked Facebook employees — the majority of whom are working remotely — from reverting the changes. Meanwhile, those with physical access to Facebook’s buildings couldn’t access Facebook’s internal tools because those were all tied to the company’s stranded domains.

In the meantime, several different domain registration companies listed the domain as up for sale. This happened thanks to automated systems that look for registered domains which appear to be expired, abandoned or recently vacated. There’s no reason to believe will actually be sold as a result, but it’s fun to consider how many billions of dollars it could fetch on the open market.

The Good, the Bad and the Ugly in Cybersecurity – Week 40

The Good

This week, CISA (the United States Cybersecurity and Infrastructure Security Agency) unveiled a new utility aimed at helping organizations understand their exposure to motivated insider threats.

This new utility (the Insider Risk Mitigation Self-Assessment Tool) can be used to guide organizations through the process of understanding the core needs of a successful insider-risk awareness program. This tool should greatly simplify the process of prioritizing and mitigating risks while managing resources effectively.

Also of importance, CISA stresses the understanding of various ‘types’ of insider risks. Insider risks can include “a current or former employee, third-party contractor, or business partner” but also as an entity which “has or had access to an organization’s network systems, data, or premises, and uses their access (sometimes unwittingly)”.

CISAs toolset and materials break insider threat mitigation into four basic steps: Define, Detect & Identify, Assess, & Manage. The “Define” step helps frame the discussion of insiders and the threats they pose. “Detect & Identify” focuses on which persons might present an insider threat risk, while “Assess” is the process of compiling and analyzing information about a person of concern. Finally, the “Manage” step discusses how to prevent a harmful outcome and move to an effective mitigation.

The Bad

It would not be a normal week if we did not bring up ransomware. While that is ultimately a “bad thing”, we also know that knowledge is power….and knowing is half the battle. This week, actors behind Blackbyte ransomware posted an updated victim blog. At the time of writing, there are six companies listed on the blog. Industries represented amongst the victims include manufacturing, local government, and construction.

BlackByte has been ramping up activity between June and July of 2021. Initial delivery is often handled by way of a .js ‘dropper’, leading to an executable payload. SentinelOne customers are fully protected against BlackByte ransomware.

Beyond BlackByte, this week it was revealed that the long-standing Conti ransomware group attacked JVCKenwood, and successfully exfiltrated approximately 1.5 terabytes of data. According to JVCKenwood, the attack appears to have occured on or around September 22.

Ongoing education and effective technological controls are an absolute necessity when defending against these ruthless attacks. Continue to update your staff and users on how these attacks originate (phishing, social engineering, watering holes). In addition, continue to strengthen your technological defenses.

The Ugly

It was only a matter of time before the SolarWinds attacks popped back up in the news. This week, a malware component was discovered that researchers believe could be a replacement for the SolarWinds’ attackers’ burned toolsets. The malware (dubbed ‘Tomiris’ by researchers) is believed to have been developed shortly after the Sunburst and Sunshuttle malware families were discovered, and used in the wild as early as February 2021.


The Tomiris backdoor appears to share links with other malware families associated with the Sunburst/Sunshuttle campaigns. The malware is written in Go and appears to have been dropped as part of a web-based campaign, enticing victims into fake login challenges. During this process, the Tomiris malware is dropped, often masquerading as a software update of some kind.

Upon installation, Tomiris will ‘call home’ to see if there is any new code or updated configuration data to pull down. The installed backdoor has the ability to locate and exfiltrate files directly from the victims once installed.

SentinelLabs continues to monitor this situation as it develops. SentinelOne’s Singularity platform prevents attacks and tactics associated with NobleBaron (aka Nobelium, DarkHalo) and the Tomiris malware family.
